A Format Built for Copying

A template has properties that suit transmission. It is short, it is complete on its face, it requires no interpretation, and it converts an unfamiliar situation into a filling-in exercise. Anything with those properties spreads.

Compare it with the source material. The statute and the implementing regulation are readable but conditional: they describe what applies when, to whom, within what period, with what consequence. Conditions cannot be filled in on a form, so the format cannot carry them.

What a template therefore transmits is a fixed artefact detached from the conditions that determine whether it does anything. The information loss is not incidental to the format; it is a property of it.

Their common ancestry is visible. Distinctive phrasings, unusual capitalisation and citations to provisions that have since been elaborated by later regulation persist across versions, which is how a lineage can be traced without any of the intermediate copying being documented.

Who Distributes Them

Forums distribute them freely, generally in good faith, as a way of helping someone who has asked what to do.

Vendors distribute them commercially, packaged with claims about effectiveness. The commercial layer has an incentive to preserve the impression that the artefact is the active ingredient, because that is what is being sold.

Regulators sit on the other side of this. Consumer protection agencies publish plain-language explanations of the underlying rules, and those materials describe conditions and periods rather than supplying formulas. They are the less copyable and more accurate genre, and they lose the distribution contest for exactly that reason.

Search behaviour completes the loop. Somebody who has just received a collection notice is looking for something to do, and a document is a thing to do. An explanation of conditions is not, however accurate it is, which is why the two genres are not really competing on the same axis.

What the Format Costs

The first cost is timing. Consequences in this area attach to windows, and a template carries no date. An artefact used outside the period it was premised on is a different act with different effects, and nothing in the document signals that.

The second is calibration. Templates are frequently maximal — asserting entitlement to categories of documentation broader than the framework requires anyone to produce. That mismatch sets up the disappointment described on the notice desk, where the response is thin because thin is what the rule requires.

The third is staleness. The regulatory picture changed materially when the implementing regulation took effect, adding prescribed notice contents and a stated end date. Templates written earlier reference the older landscape, and a document that circulates by copying does not get updated when the law does.

The fourth is that the format obscures where the real variation lives. The consequential differences in this subject are jurisdictional and factual — which state's law governs, when a clock started, what the file contains. A single fixed document cannot represent variation, so it implies there is none.

A fifth cost is that the artefact absorbs attention that the file deserves. The questions that determine what a claim is worth — what the data row says, whether the historic dates survived transfer intact, which state's law governs — are all specific to one account, and a generic document cannot address any of them. Time spent on the wording is time not spent on the record.

What the Circulation Record Shows

The trail is unusually legible. Archived forum threads, dated vendor pages and repeated idiosyncratic phrasings let the spread of particular versions be followed across years.

What that record shows is a document lineage rather than a legal one. The authority for any given assertion in a template is whatever the original author believed, and the copies carry the assertion without carrying its basis.

Dated archives make the vintage question answerable. Where a version cites only the statute and shows no awareness of the prescribed notice contents introduced later, it can be placed before that change regardless of what the page it now sits on claims.

The format won on transmissibility, not accuracy. A conditional rule cannot be made into a form without losing the conditions, and the conditions were the substance.
